If you are not on this European list, you pay VAT on every foreign purchase. And nobody tells you
VIES is a European list. It serves one purpose: letting a supplier in another country check that you really are a VAT-registered professional and not a private individual.
How your invoice is issued depends on that check. If you are on it, they sell to you without charging VAT. If you are not, they must apply it as they would to any other customer.
The point that surprises almost everyone is this: having an active VAT number does not mean being on the list. They are two separate things, and you only get on the list by asking.
If you registered years ago and have never bought from abroad, in all likelihood you are not on it. And you have no way of noticing until you try.
Checking takes under a minute. There is a European Commission site where you enter the country and the VAT number, and it tells you straight away whether you appear.
If you do not appear, the request goes to your national tax office. It costs nothing and it is a notification, not a complicated procedure.
Your accountant handles it without difficulty, but you have to ask: it does not start by itself, and nobody suggests it to someone who has never bought abroad.
What changes in practice. If you are on the list, an order from a supplier in another European country arrives with no VAT on the invoice. You record it and that is all, with no money going out.
If you are not, the same invoice arrives with the seller country's VAT applied. That money has gone to a foreign treasury, and getting it back is a separate procedure almost nobody bothers with for ordinary sums.
